Amends Public Health Law by adding section 576-d to establish requirements for clinical laboratory supervisors who oversee technical personnel, report findings, and perform specialized tests.

Allows qualified laboratory directors to also serve as supervisors depending on laboratory size and functions, subject to department authorization.

Permits supervisors to be off-premises if available by phone or video communication, provided medical technologist staff have their work reviewed by supervisor or director during the next duty period with documented review records.

Limits each supervisor to overseeing no more than five laboratories.

Requires supervisors in cytology specialty to meet qualifications specified in regulations under Public Health Law sections 574, 576, and 3121.
