Expands the definition of "seed" to include potato tubers when represented as suitable for planting and makes noxious weed seed standards subject to commissioner regulation in consultation with Cornell University experts rather than listing specific species.

Adds new labeling requirements for vegetable seeds in packets and home garden use, including lot identification, germination test completion dates with "Sell by" statements (no more than 12 months from test date), and allows alternative labeling with packaged year or percentage germination.

Establishes labeling requirements for combination seed-fertilizer products, requiring the word "combination" and "seed-fertilizer" prominently displayed on the upper 30 percent of the principal display panel, with fertilizer percentage listed separately on the analysis label.

Prohibits sale of agricultural seed more than nine months from the date of germination test and authorizes the commissioner to issue stop sale orders for seed sold in violation of the article's provisions.

Updates sampling and analysis methods for agricultural liming materials and commercial fertilizers to use standards adopted by an agricultural and food analytical standards association, and adds metal content limits for commercial fertilizers to be established by the commissioner.
