Allows the Spring Valley village board of trustees to adopt a resolution permitting village justices to reside in the towns of Ramapo or Clarkstown within Rockland County instead of requiring residency in the village itself.

Amends Public Officers Law Section 3 to exempt Spring Valley village justices from the general requirement that officeholders be residents of the political subdivision where they serve, provided they live in Ramapo or Clarkstown.

Clarifies that this residency exemption applies only to Spring Valley and does not affect residency requirements for justices in other villages unless separately authorized by state legislature.

Takes effect immediately upon enactment.
