Amends the Economic Development Law by adding a new section 131-a to establish a definition of "micro-business"

Defines a micro-business as a business that is resident in New York State, independently owned and operated, and not dominant in its field

Limits micro-business classification to businesses employing five or fewer full-time employees or full-time equivalent employees

Takes effect immediately upon enactment
