Amends New York Banking Law by adding Section 679 requiring the superintendent to conduct a public awareness campaign on banking services available in the state

Campaign must educate consumers, particularly vulnerable adults including elderly citizens, individuals with cognitive or developmental disabilities, and those with health or physical issues affecting financial independence

Campaign must include information explaining differences between account types, specifically joint and convenience accounts, along with associated rights and responsibilities

Campaign must address general consumer concerns and questions about establishing different account types and provide recommendations for obtaining additional information

Effective immediately upon enactment
