Proposes amendment to New York State Constitution subdivision 2 of section 9 of article 1 regarding games of chance conducted by municipalities.

Adds language permitting employees of authorized organizations to receive compensation for participating in management or operation of games of chance, provided they are compensated for unrelated work.

Maintains existing restrictions: only bona fide religious, charitable, or non-profit organizations (veterans, volunteer firefighter, similar groups) may conduct games; all net proceeds must go to lawful organization purposes.

Preserves prize limitations: no single prize exceeding $250 and no series of prizes on one occasion exceeding $1,000.

Requires referendum approval by majority of qualified electors in a municipality before authorization; legislature maintains supervisory control and can pass more restrictive laws.
