Requires automatic enrollment of new eligible employees into the New York City Board of Education Retirement System (BERS) 91 days after employment begins, effective July 1, 2019, unless they opt out within 90 days of hire.

Requires automatic enrollment of existing eligible employees into BERS on October 1, 2019, unless they file to opt out before that date.

Applies only to employees not already members of BERS or any other public retirement system of New York City or the state, and does not affect employees mandated to join under existing law.

Allows employees who opt out during the specified periods to retain the right to join BERS voluntarily at any time during their employment.

Requires employers to provide written notice to employees of their right to join and automatic enrollment timeline, and requires BERS to notify unions within 30 days of an employee's automatic enrollment.
