Amends Correction Law by adding Section 140-a to require the Department of Corrections to provide public health care programs and clinical services to inmates that meet community professional standards.

Mandates health care services be performed by appropriately trained and credentialed providers using clinical protocols, with services developed in collaboration with the Department of Health.

Requires the correctional health care system to maintain capacity for individual clinical needs, coordinate with the Department of Health and non-profit organizations, and include preventative health maintenance schedules and electronic records.

Mandates inclusion of adult vaccinations, surveillance data, and public health registries in correctional health information systems and development of health promotion programs based on inmate population needs.

Takes effect one year after becoming law.
