Amends Public Service Law Section 74 to establish an energy storage deployment policy by December 31, 2018, developed by the Public Service Commission in consultation with the New York State Energy Research and Development Authority, Long Island Power Authority, and the federally designated electric bulk system operator for New York State.

Defines "qualified energy storage system" as commercially available technology capable of absorbing, storing, and later dispatching energy through mechanical, chemical, or thermal processes.

Requires the deployment policy to consider avoided transmission and distribution costs, peak load minimization, customer and grid-connected systems, cost-effectiveness, renewable energy integration, greenhouse gas emissions reduction, peak demand reduction, electrical system reliability, and other issues deemed appropriate by the Commission.

Mandates that any procurements of qualified energy storage systems directed by the policy must be awarded through a competitive process.

Requires annual reports on policy achievements and effectiveness to be submitted to the Governor, President of the Senate, and Speaker of the Assembly.
