Amends Chapter 420 of the Laws of 2013 to modify requirements for the Town of Orangetown to dedicate replacement parkland before discontinuing use of existing park lands.

Removes requirement that replacement lands form "one contiguous park" and must include "all" land adjacent to Lake Tappan, instead requiring only that lands be adjacent to Lake Tappan and include at least 30 acres.

Requires replacement parkland to include improvements such as walking/bike paths and public access points to Lake Tappan, with fair market value equal to or greater than the park lands being sold.

Allows the Town to dedicate the difference in fair market value toward acquisition of additional town parklands or capital improvements to existing parks if replacement lands do not meet the equal value requirement.

Takes effect immediately upon enactment.
