Directs the commissioner of environmental conservation to conduct a study on food waste initiatives throughout New York State, including programs implemented or planned by non-governmental organizations, agencies, other states, and nations

Requires the study to examine laws, rules, and regulations proposed or implemented by municipalities regarding food waste, as well as scholarly articles and proposals for food waste initiatives

Mandates that state agencies provide the commissioner with requested information to help complete the study

Requires the commissioner to submit a report to the governor and legislature within eighteen months of the act's effective date that includes study findings and recommendations for reducing food waste within the state

Takes effect immediately upon enactment
