Validates eleven capital improvement projects (numbered 441600-0003-010, 441600-0006-006, 441600-0009-004, 441600-0010-004, 441600-0018-002, 441600-0018-004, 441600-0022-001, 441600-0023-005, 441600-0035-007, 441600-0036-007, and 441600-0001-011) undertaken by the Newburgh Enlarged city school district despite failure to timely file required final cost reports.

Directs the Education Department to consider the approved costs as valid obligations provided the district submits late or missing final cost reports by December 31, 2018, and the reports are approved by the commissioner.

Authorizes payment of state aid for school years prior to 2017-2018 pursuant to Education Law section 3604(5)(c), provided funds were properly expended and the late filing resulted from inadvertent administrative or ministerial oversight with no evidence of fraud or improper intent.
