Validates two capital improvement projects (project numbers 44020102-0001-005 and 44020102-0009-001) by the Chester Union Free School District despite failure to timely file required final cost reports.

Directs the Education Department to treat the approved project costs as valid obligations and restore state aid eligibility for school years prior to 2017-2018, provided conditions are met.

Requires the school district to submit late or missing final cost reports to the Commissioner of Education on or before December 31, 2018, and have them approved.

Conditions eligibility on confirmation that state funds were properly expended according to project terms and that the late filing was an inadvertent administrative error with no evidence of fraudulent intent.

Takes effect immediately upon enactment.
