Annual reports must include progress toward clean energy standards, summary of fees and costs from energy programs, accounting of renewable energy resources, and energy infrastructure reliability assessments broken down by generation source.

Requires a detailed statewide greenhouse gas emissions report every three years beginning December 31, 2021, including emissions by category and accounting methodology.

Defines key terms including greenhouse gases (carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride) and emissions sources (transportation, energy, industrial, agricultural, and land use sectors).
