Extends the deadline for DCAS employers to submit a comprehensive revised plan to reduce provisional appointments from 2018 to December 31, 2021, with state civil service commission approval required within 60 days of submission.

Authorizes DCAS to administer qualified incumbent examinations (QIE) for 146 specified job titles to facilitate permanent appointments of experienced provisional employees.

Requires DCAS to submit a progress report by December 31, 2020 detailing remaining provisional appointments and assessing whether substantial compliance with civil service timeframes can be achieved by December 31, 2021.

Establishes an advisory workgroup to develop a recommended plan if DCAS fails to achieve substantial compliance with civil service timelines by December 31, 2021, consisting of six members appointed by the governor, legislative leaders, mayor, and DCAS commissioner.

Extends expiration dates in prior provisional employee legislation from December 31, 2018 to December 31, 2021 for all related provisions.
