Authorizes SUNY trustees to lease approximately 23.9 acres on Stony Brook University's Southampton campus to The Southampton Hospital Association for up to 100 years without public bidding for construction and operation of a new hospital facility.

Lease terms and conditions require approval from the director of the division of the budget, attorney general, and state comptroller; property and improvements revert to SUNY upon lease expiration or if property ceases to be used for hospital purposes.

All construction work on the project is deemed public work subject to prevailing wage requirements and Article 8 of the Labor Law; the Southampton Hospital Association may require project labor agreements if the State University of New York determines competitive bidding interests are met.

Prohibits contracting out instruction, pedagogical functions, maintenance, operation, or administrative services currently performed by state employees at Stony Brook Hospital; prevents displacement of state workers and requires preservation of civil service positions and collective bargaining rights.

Act expires and is repealed if the lease is not executed within 10 years of the effective date or if Stony Brook University determines the lease is no longer viable and notifies the legislative bill drafting commission.
