Department of Health, in consultation with Department of Motor Vehicles, Division of State Police, Medical Society of the State of New York, and Nurse Practitioner Association of New York State, must conduct a study on physician reporting of medical conditions that impair driving ability.

Study recommendations shall include methods to identify conditions posing significant risk to safe vehicle operation, uniform validated measures for determining motorist impairment, mechanisms for reporting while protecting patient confidentiality, and professional performance standards for healthcare professionals.

Study shall also recommend improvements to the Department of Motor Vehicles medical review program for reexamining licensed motorists with chronic conditions that may cause loss of consciousness or body control, and improve accident reporting when medical conditions contribute to causation.

Report may include recommendations on administrative or statutory remedies and public outreach campaigns to increase self-reporting of medical conditions affecting driving ability.

Study report must be submitted to the Governor, Legislature leadership, and committee chairs within one year of the effective date.
