Amends the Alcoholic Beverage Control Law to add exemptions allowing manufacturers and wholesalers to operate on certain specified parcels without violating restrictions on retail licensee interests in wholesale operations.

Adds exemptions for overnight lodging and resort facilities in North Elba (Essex County) with at least 250 rooms, restaurants in office buildings in cities with populations of 500,000 or more, and multiple specifically described properties in Lake Placid, Plattsburgh, Schenectady, Hopewell, Syracuse, Peekskill, and Suffern.

Allows liquor manufacturing and wholesale sales on real property owned by interstate railroads or U.S. certificated airlines when they also hold retail on-premises licenses, subject to existing restrictions.

Takes effect immediately upon enactment.
