Requires annual reports on rechargeable battery recycling to include the weight of batteries received in cities with a population of one million or more.

Permits cities with a population of one million or more to enforce rechargeable battery recycling provisions through agencies designated by the mayor.

Allows city agencies to issue violation notices returnable to the city's office of administrative trials and hearings, which may impose civil penalties.

Directs civil penalties collected by city administrative hearings to be paid into the general fund of that city.

Clarifies that state preemption of local rechargeable battery recycling laws does not preclude local enforcement under the new city authority provisions.
