Requires school authorities to conduct annual health inspections of all public and non-public school buildings with classroom, dormitory, laboratory, physical education, dining, or recreational facilities for health hazards by December 1st each year.

Schools may conduct inspections through employed qualified personnel, contracted inspectors, or by requesting inspection from local health departments; all inspection reports must be filed with school authorities and the Commissioner of Health by December 16th.

Establishes that local health departments and the Commissioner of Health may be present during inspections and can file their own reports; if a local health department refuses to inspect upon request, the Commissioner of Health must conduct the inspection.

Requires school authorities to notify local health departments within five days of any deficiencies found and schedule a meeting within sixty days to discuss corrections needed.

Authorizes the Commissioner of Health to review inspection reports, make recommendations, require re-inspections of buildings with uncorrected violations, and conduct unannounced inspections; grants local health department officials access to schools at any reasonable time for disease prevention and health hazard inspections.
