Establishes the New York State Renewable Reclamation Projects Program to develop solar, wind, energy storage, and hydroelectric equipment on brownfield sites, dormant electric generating sites, and utility-owned property.

Authorizes combination gas and electric corporations and private developers to own and operate renewable energy projects on eligible sites, with infrastructure interconnected to the utility's distribution system.

Requires applicants to submit cost-benefit analysis including rate implications to customers and demonstrate execution of a labor peace agreement with a bona fide labor organization as an ongoing condition of program participation.

Permits combination gas and electric corporations to access New York State Energy Research and Development Authority funding with commission approval, while private developers may access state and federal funding programs.

Grants the Public Service Commission authority to issue orders, rules, and regulations necessary to implement and administer the program; takes effect immediately.
