Requires the New York City commission to promulgate rules ensuring all for-hire vehicle services provide ADA-required accommodations and allow passengers to indicate accessibility needs through mobile applications or other service request methods.

Establishes the on-demand vehicle accessibility fund in the state comptroller's office, funded by a twenty-cent surcharge per TNC trip, with revenues designated for state transportation department investments in accessible on-demand vehicle services.

Takes effect thirty days after becoming law.
