Commissioner of motor vehicles must negotiate a reciprocal driver license agreement with Taiwan's Ministry of Transportation and Communications through the Taipei Economic and Cultural office in New York.

Valid New York driver license holders residing in Taiwan may exchange their license for a Taiwanese license at a nominal conversion fee without retaking knowledge and road tests.

Valid Taiwanese driver license holders lawfully residing in New York may exchange their license for a New York license at a nominal conversion fee without retaking knowledge and road tests.

Agreement applies only to unrestricted driver licenses for holders aged 18 or older and excludes commercial motor vehicle and motorcycle licenses.

Commissioner must draft and present the agreement to Taiwan's representative within 90 days of the act becoming law, and either party may cancel the agreement with three months' written notice.
