Authorizes the New York City Department of Design and Construction and NYC Health and Hospitals Corporation to use design-build contracts for public works projects of at least $10 million undertaken with project labor agreements.

Requires a two-step selection process: Step One evaluates qualifications through a publicly advertised request, and Step Two awards contracts to the proposal offering the best value based on cost, quality, qualifications, and other specified criteria.

Mandates all contracts include prevailing wage requirements, project labor agreement compliance, minority- and women-owned business enterprise participation goals, and professional licensing requirements for regulated services.

Protects existing employee rights, benefits, collective bargaining agreements, and prohibits displacement of currently employed workers or transfer of existing maintenance and operations duties to contractors.

Expires 4 years after enactment, though public works with requests for qualifications issued before expiration may continue under the act.
