Establishes a ten business day waiting period between initiating a National Instant Criminal Background Check (NICS) and delivery of any firearm, shotgun, or rifle to a purchaser.

Applies the waiting period requirement to all firearm sales and transfers, including those by licensed dealers, at gun shows, and private sales conducted through dealers who consent to perform background checks.

Amends penal law section 400.00 to require licensees to confirm that ten business days have elapsed since NICS contact before delivering firearms and to report this information to the division of state police.

Creates new penal law section 400.20 specifying that the ten business day waiting period applies to rifle and shotgun sales and transfers when a national background check is required.

Takes effect on the sixtieth day after becoming law.
