Exempts full-time active duty military members permanently domiciled in New York from fees and requirements for drivers' licenses, learners' permits, non-driver identification cards, and motor vehicle/motorcycle registration.

Extends exemption to spouses of active duty military members if the spouse is living outside New York while the member is on active duty.

Defines "member of the armed forces" as a person on full-time active duty in the U.S. Army, Navy, Air Force, or Coast Guard who is permanently domiciled in New York, was sworn in within the state, and is currently serving outside New York.

Requires military members who are issued armed forces licenses to obtain a New York state license with a photograph within 60 days of entering the state.

Takes effect 30 days after becoming law, with authorization for the commissioner to establish necessary regulations immediately.
