Commissioner of Education shall promulgate rules and regulations requiring all school districts, charter schools, and private schools to integrate culturally responsive education curriculum across all grade levels, incorporating input from parents, students, and stakeholders.

Curriculum standards shall include African American history and achievement, Latino American history and achievement, Native American history and achievement, Asian American history and achievement, and the role of racial oppression and inequity in the nation and state formation.

All high school students must pass a course meeting culturally responsive education standards as a prerequisite for graduation.

Teacher certification shall require completion of at least one college course in effective teaching for students of diverse cultural backgrounds, and ongoing professional development in cultural competency shall be incorporated into pre-kindergarten through grade twelve educator standards.

Commissioner shall establish a pilot program funded with $25,000,000 to support school districts, prioritizing those with high student poverty and English language learner populations, with awards based on proposal quality and demonstrated parent, family, student, and community engagement.
