Amends existing law to require that ear clipping in dogs only be performed by a licensed veterinarian under anesthesia and only when deemed medically necessary to protect the dog's life or health.

Creates new section 365-a prohibiting tail docking or alteration of a dog's tail except when a licensed veterinarian determines it is medically necessary to protect the dog's life or health.

Makes violation of the tail docking prohibition a misdemeanor punishable by a fine of up to $500.

Exempts dogs whose tails were docked, cut, or altered prior to August 1, 2019 from the new prohibition.

Takes effect immediately upon enactment.
