Amends New York Penal Law Section 485.05 to add three offenses related to falsely reporting an incident (third, second, and first degree) to the list of "specified offenses" for hate crime purposes.

Expands the scope of offenses that can trigger enhanced penalties under hate crime statutes when motivated by bias, discrimination, or prejudice.

Applies to Penal Law Section 240.50 (falsely reporting an incident in the third degree), Section 240.55 (falsely reporting an incident in the second degree), and Section 240.60 (falsely reporting an incident in the first degree), as well as attempts or conspiracies to commit these offenses.

Takes effect November 1 following enactment, with a conditional provision that if another related law section has not taken effect by that date, this act's effective date aligns with that section's implementation.
