Amends Penal Law Section 70.25 to allow consecutive sentencing when a person commits multiple offenses through a single act or omission, departing from the general rule requiring concurrent sentences.

Permits consecutive sentences only when all three conditions are met: the person was under supervised release, conditional release, probation, or parole at the time of the act; multiple victims each sustained serious physical injury or death; and one or more sentences is for a conviction under Article 125 (homicide).

Maintains existing exception that sentences for violations of Section 270.20 (failure to register as a sex offender) continue to run concurrently regardless of other circumstances.

Takes effect November 1 following the date the bill becomes law.
