Establishes mandatory temperature range of 65-88 degrees Fahrenheit for all occupiable educational spaces in common, union free, charter, parochial, central, and central high schools, as well as city school districts and boards of cooperative educational services.

Prohibits students and staff from occupying any educational space that falls outside the required temperature range until conditions are corrected.

Specifies that room temperature must be measured at a shaded location three feet above the floor near the center of the room.

Takes effect 30 days after becoming law, with agencies authorized to adopt necessary rules and regulations for implementation immediately upon enactment.
