Amends New York Education Law Section 801 to require the State Regents to prescribe courses of instruction that include the history of the Ukrainian Genocide-Holodomor of 1932 to 1933 alongside genocide, slavery, the Holocaust, and the Irish mass starvation of 1845-1850

Mandates all New York public and private schools provide instruction on the Ukrainian Genocide-Holodomor to students over eight years of age as part of patriotism, citizenship, and human rights curricula

Requires school boards and trustees to enforce the instruction requirement and makes failure to provide such courses grounds for withholding public school funding

Designates the Commissioner of Education to enforce compliance through inspection and supervision of instruction in these subjects

Takes effect on July 1 following enactment into law
