Establishes the "New York Teach Program" providing conditional tuition waivers for accelerated five-year bachelor's and master's degree programs in education at eligible public universities in New York State.

Requires waiver recipients to sign a contract agreeing to teach at assigned hard-to-staff city school districts for at least four years after graduation and maintain a minimum 3.0 grade point average.

Grants 5,000 conditional waivers annually for the first ten academic years; after ten years, the corporation shall study program effectiveness and determine future waiver amounts.

Converts waiver to an educational loan if recipients fail to complete the degree within five years or do not fulfill the four-year teaching requirement.

Prioritizes economically disadvantaged applicants; allows transfer between eligible universities and receipt of other financial aid without disqualification.
