Prohibits manufacturers, importers, distributors, wholesalers, retailers, and secondhand dealers from selling, leasing, or offering for sale infant walkers in New York State.

Bans infant walkers from child care facilities unless a medical professional determines use is medically necessary for a specific child.

Requires the Office of Children and Family Services to notify child care facilities of the ban in plain language and promulgate rules and regulations for implementation.

Authorizes the Attorney General to seek injunctions and civil penalties of up to $500 per violation, with each sale constituting a separate violation.

Takes effect 60 days after the bill becomes law, with immediate authority to implement necessary rules and regulations.
