Adds stretch limousines to the list of vehicle types exempt from seatbelt requirements under Vehicle and Traffic Law Section 1229-c, alongside buses other than school buses.

Modifies existing definitions of "child restraint system" and "appropriate child restraint system" by changing punctuation and conjunctions in the statutory language.

Takes effect sixty days after becoming law.
