Establishes a 20-member passenger safety task force with co-chairs from the Department of Motor Vehicles and Department of Transportation to review stretch limousine safety measures.

Task force membership includes 11 stretch limousine owners/operators (one from each DOT region), NY State Police superintendent, and six members appointed by the governor, senate president, and assembly speaker (including community safety advocates).

Task force must issue recommendations within six months on enhanced coordination between state agencies, uniform driver safety training programs, extending federal bus driver regulations to stretch limousines, and establishing vehicle age/mileage limits.

Task force shall recommend additional safety measures including traffic restrictions (prohibiting U-turns, limiting hands-free device use), required vehicle features (anti-intrusion bars, carbon monoxide monitors, rear-view cameras), and minimum age requirements for drivers.

Defines "stretch limousine" as any for-hire vehicle with a chassis manufactured and altered to transport ten or more occupants including the driver.
