Removes the requirement that an investigation and study must be completed prior to certification that a state veterans' cemetery can be established.

Requires the directors of veterans' affairs and the budget, the director of the department of state's division of cemeteries, and the state comptroller to certify that the veterans remembrance and cemetery maintenance and operation fund contains sufficient moneys to operate a state veterans' cemetery for at least 15 years.

Specifies that the certification must account for projected future inflation and exclude federal reimbursements or revenue from non-veteran family member grave site fees.

Requires consideration of specific factors in making the certification, including cemetery physical attributes, management and operating costs, state and federal requirements, estimates from the U.S. Department of Veterans Affairs, and other fiscal costs.

Takes effect immediately upon enactment.
