Requires medical marihuana dispensed under New York's medical marihuana program to be covered as a "prescription drug" under Medicaid, as a "covered drug" under elder law, and as a "health care service" under certain social services provisions.

Mandates coverage of medical marihuana by insurers and health plans under Medicaid, workers' compensation law, elder law, and specified social services programs.

Allows the Department of Social Services commissioner to certify medical marihuana dispensing sites authorized under public health law as Medicaid providers for the sole purpose of dispensing medical marihuana.

Takes effect April 1 following enactment, with the commissioner of health and superintendent of financial services authorized to issue implementing regulations immediately.
