Requires the Commissioner of Agriculture and Markets to establish licensing and educational standards for individuals providing basic obedience courses to non-service and non-police dogs and their owners.

Exempts dogs that are service dogs, police dogs, or fall under specific classifications in Agriculture and Markets Law section 108 (subdivisions 9, 18, 20-22, 25-27).

Prohibits individuals convicted of animal cruelty violations (Penal Law sections 351, 353, 353-a, or 355) from obtaining a license to provide obedience training services.

Requires licensed obedience trainers to maintain practices and facilities in compliance with animal control provisions and subjects them to enforcement by local law enforcement and animal control officers.

Takes effect immediately upon enactment.
