Requires all sugar-sweetened beverages in sealed containers to display the warning: "SAFETY WARNING: Drinking beverages with added sugar contributes to obesity, diabetes and tooth decay" on the principal display panel in bold type on a contrasting background.

Applies to beverages with added caloric sweeteners containing 75 or more calories per 12 fluid ounces, with exemptions for 100% natural fruit/vegetable juices, infant formula, milk-based beverages, dietary aids, and alcoholic beverages.

Requires warning labels on the exterior of vending machines and beverage dispensing machines, and at point-of-purchase locations (including menus) for businesses with three or more stores under common control in New York.

Establishes enforcement through the Attorney General and municipal consumer affairs offices, with civil penalties ranging from $50 to $500 per violation; retailers are exempt from penalties unless they are the manufacturer or knowingly and willfully failed to label.

Takes effect one year after the bill becomes law.
