Authorizes the adjutant general to present the "New York State Vietnam War Service Medal" to eligible New York State citizens or former citizens who served in the U.S. Armed Forces during the Vietnam War from November 1, 1955 through April 30, 1975.

Requires recipients to have served on active duty abroad in the Vietnam War and been honorably discharged or released under honorable circumstances, with no subsequent dishonorable service.

Permits the division of military and naval affairs to select the medal's ribbon color and design, and allows presentation to a designated representative if the recipient is deceased.

Modifies the existing law to clarify that recipients of the Conspicuous Service Star, Cold War Certificate, or New York State Vietnam War Service Medal need not have been New York State residents at the time of military entry.

Takes effect 120 days after becoming law, with the division of military and naval affairs authorized to establish rules and regulations for medal distribution and presentation.
