Amends New York tax law to allow lottery prize winners over $5,000 to request anonymity from public disclosure.

Division of Lottery must not publicly disclose the name, address, or identifying information of any winning ticket holder who submits a written request for anonymity.

Winners who request anonymity are not required to perform any public actions in connection with prize awarding, payment, or collection.

Maintains all existing provisions regarding prize payment to ticket holders, estates of deceased winners, or pursuant to court orders.

Takes effect immediately upon enactment.
