City agencies issuing summonses reviewed by the Office of Administrative Tribunals and Hearings must identify violations that can be proven through photographic evidence.

Agencies shall document violations on these lists with photographic evidence taken at the time of summons issuance using cameras, mobile phones, or similar devices.

When documenting violations is impracticable or impossible, the issuing agent must include a written statement in the summons explaining why photographic evidence could not be obtained.

Photographic evidence must be included in summons filings posted on the Office of Administrative Tribunals and Hearings website, allowing respondents to view evidence against them.

Agencies are authorized to establish rules and procedures for collecting the required photographic evidence.
