Establishes a 9-member vendor policy commission in cities with populations of 2 million or more, comprised of 5 city department commissioners (small business services, city planning, transportation, health and mental hygiene, and consumer affairs) and 4 mayoral appointees representing street vendors, business improvement districts, chambers of commerce, and immigrant advocacy organizations.

Requires the commission to issue a report with recommendations within 6 months addressing street vendor permit caps, licensing credential rental enforcement, zoning regulations, food vendor grading systems, fine structures for violations, designated vending spaces, and vendor-business owner mediation processes.

Grants the commission authority to appoint a chairperson by majority vote, recommend legislation and rules to the mayor and city council, and promulgate ongoing rules governing street vendors consistent with existing city agency powers.

Takes effect immediately upon enactment.
