Prohibits cities with a population of one million or more from imposing any tax, fee, or local charge on carry-out merchandise bags provided by retail stores to customers.

Defines "carry out merchandise bag" as any plastic, paper, or other bag or carrying container provided by a retail store for transporting merchandise, including plastic carryout bags as defined in environmental conservation law.

Applies the prohibition regardless of whether taxes or fees are assessed indirectly against wholesalers or retailers, or directly against customers.

Prohibits wholesalers and retailers from collecting any city-imposed tax, fee, or charge on carry-out merchandise bags, while allowing them to collect non-tax-related charges for the bags themselves.

Takes effect immediately upon enactment.
