Mandates a business plan developed by agencies that identifies at least 10% cost savings, including detailed service descriptions, performance standards, contingency plans, and transition plans for displaced employees.

Requires agency business plans to be submitted to the state comptroller for review and approval within 60 days (extendable 30 days), with automatic approval if comptroller does not act within 90 days.

Exempts contracts involving legal services, litigation, construction, incidental services, urgent needs, highly specialized services, or services with quantifiable improvements that cannot be duplicated by state employees.

Mandates all cost comparison documents and business plans be made public records and requires the state comptroller to report on program effectiveness and cost savings by December 31, 2020.
