Requires the Department of Transportation to attempt notification of animal owners when an animal is killed on a highway and has a tag with contact information or license number.

Mandates scanning of animal remains for identification chips and notification of the chip registry if one is found.

Requires posting a description and photograph (if appropriate) of unidentified animals on a publicly available website.

Requires storage of animal remains for at least seven days after collection or after direct contact with the owner, whichever is longer, if suitable temporary storage facilities are available.

Allows the Department to delegate these notification and storage functions to other entities such as shelters or veterinarians.
