Adds definitions to penal law for "provider" (attorney, healthcare professional, or related personnel), "public media" (advertising channels that don't involve direct contact), "runner" (person procuring clients/patients for pecuniary benefit to facilitate insurance or healthcare program claims), and "pecuniary benefit" (goods, money, property, or services of value).

Creates three new crimes: unlawful procurement in the third degree (class A misdemeanor) for acting as or employing a runner; second degree (class E felony) for runner activities exceeding $2,500 in value or occurring 5+ times; first degree (class D felony) for runner activities exceeding $5,000 in value or occurring 10+ times.

Excludes from "runner" definition persons who procure clients through public media, make authorized referrals, or work as agents/brokers/employees of health maintenance organizations selling coverage.

Adds the second and first degree unlawful procurement felonies to the list of crimes eligible for predatory criminal sexual assault prosecutions under penal law section 460.10 and bail determinations under criminal procedure law section 700.05.

Takes effect November 1 of the year following enactment.
