Establishes a formal review and approval process for newsstand construction, maintenance, and operation licenses in New York City, requiring the Department to forward applications to the City Council Speaker, relevant Council member, borough president, and community board within five days of filing.

Requires the community board to conduct a public hearing and submit a written recommendation within 45 days, or waive the hearing by written statement; late recommendations may only be accepted at the Commissioner's discretion.

Mandates the Department hold a public hearing and make an approval or disapproval decision within 30 days after the community board's 45-day period expires, with public notice requirements including posting at the proposed newsstand location at least 15 days before the hearing and publication in the City Record and local newspapers at least 5 days prior.

Grants the City Council 20 days to resolve by majority vote to review the application; if the Council does not act, the Department's approval goes to the Mayor, unless the Mayor has determined separate approval is not required.

If the Council resolves to review, it must hold a public hearing and take final action within 50 days; failure to act within the required timeframe constitutes deemed approval.
