Establishes a financial exploitation outreach, education and training program through the State Office for the Aging, in conjunction with the Office of Children and Family Services and Department of Financial Services, targeting financial institutions, certified public accountants, tax preparers, and attorneys.

Authorizes the Director of the Office for the Aging to award grants to qualified designated agencies to establish local elderly exploitation outreach, education and training programs that collaborate with banking, human services, law enforcement, and public agencies serving the elderly.

Requires the program to include educational materials in multiple formats, public service announcements and media campaigns, workshops, conferences, and instructions on reporting suspected financial exploitation with relevant contact information.

Establishes an advisory committee of 7-12 members including representatives from senior advocacy organizations, elder law attorneys, bankers, certified public accountants, protective service agencies, and law enforcement to advise on program development and implementation.

Creates the Financial Exploitation, Outreach, Education and Training Fund under joint custody of the Comptroller and Superintendent of Financial Services to receive appropriations and other monies for disbursement to the State Office for the Aging.
